Nov. 27 (Bloomberg) -- As New York looks to the futureafter Hurricane Sandy, it must remember a great paradox ofcities. The world’s urban agglomerations are often particularlyvulnerable to natural and man-made disaster, yet they are alsoespecially well-suited to defend their space.

Cities from New York to Mumbai are often built oncontinental edges, which can be dangerous precipices. At thesame time, New York can shield itself in a way that far-flungexurbs can’t by building costly defenses, such as sea walls,that can protect against all but the fiercest storms.
